Groening read about a town that had to get rid of pig feces in their water supply, which inspired the plot of the film. Hank Scorpio, a character from the 1996 episode "You Only Move Twice", was originally meant to return as the main antagonist, but the staff dropped the idea and created Russ Cargill instead. Russ Cargill tells the President that they can't keep Springfield in this state forever and presents five new solutions. Again Schwarzenegger tries to randomly choose a plan, but this time he is lead by Cargill to choose the plan to destroy Springfield. Back in Alaska, the family sees an advert presented by Tom Hanks promoting a new Grand Canyon, to be located where Springfield is.
The next morning a polar bear tries to attack him but a mysterious person dressed in Native American clothing wards it off and drags Homer to her tent. When he is revived the stranger, revealed to be a woman with enormously sized breasts, tells him that he must reach an epiphany or he is doomed to spend the remainder of his days alone. He soon has a mysterious vision where he is tortured by a forest of trees and reaches an epiphany. On a train, Marge tells the kids that they must reach Seattle and warn everyone about the plot to destroy Springfield, however, they're overheard by the NSA and are captured by Cargill.

What we do know though is that it is probably not going to continue the narrative from the last film as that’s typical of ‘The Simpsons’. The sitcom never follows a consistent story arc, and the same can expected from the films. It’s ultimately the series’ unpredictability and its confidence in being over the top but honest, that makes it so delightful.

The project was officially green-lit by 20th Century Fox in 1997, and Groening and James L. Brooks were set to produce the film. The producers were initially worried that creating a film would have a negative effect on the series, as they did not have enough crew to focus their attention on both projects. As the series progressed, additional writers and animators were hired so that both the show and the film could be produced at the same time. Groening and Brooks invited Mike Scully and Al Jean to produce the film with them. The "strongest possible" writing team was assembled, with many of the writers from the show's early seasons being chosen. Ian Maxtone-Graham and Matt Selman would also join later, and Brooks, Groening, Scully, and Jean also wrote parts of the script.
